If rowboats and horses work for you then these should work too.

I already tried redownloading the ZIP, and it still did the same thing.

Cable guy, try playing with only this and default addons. These are playertype vehicles, so I don't know if you have some sort of bot mod that might mess things up with this. If it works then it means you have a conflicting addon. If it doesn't then delete the zip of this, re download, and try again. if that still doesn't work then idk whats wrong.
