Summary:	Respawns vehicles after 5 mins of non-use if they're more than 100m from the spawn.

Description:	Respawns vehicles after 5 mins of non-use if they're more than 100m from the spawn. In future versions you'll be able to change the delays etc. Updated to be compatible with the rtb pref manager.
