Title: Warnings
Summary: Warn people before you ban/kick them!

Description: This was suggested by: AQuietBadger at http://forum.blockland.us/index.php?topic=201039.0

This is a warning system, so instead of just warning a player with the chat you can make a special message appear and the person will be banned/kicked after a certain amount of warnings.

To warn a player type /warn NAME reason

There are multiple prefs that come with this:
Who can warn (Admin or Super Admin)
How many warnings before kick/ban (a number between 2 and 100)
Whether to ban the player (yes/no, if no it will kick them)
Ban time (in minutes, number between 0 and 3600)
Display how many warnings left till kick/ban when warned (for example: it displays in the message "(1 of 3)")
