Title:	Toggle Links
Summary:	Allows admins to toggle the ability of players being able to send links in chat.

Description:	This mod allows server players, with permission, to be able to toggle the ability of whether or not links can be sent in chat on a server. There is 2 RTB prefs CanToggle ~ Who has permission to toggle links. Options are Host, Super Admin and Admin. The default setting is Admin CanBypass ~ Who has permission to send links on the server even if they are disabled. Options are Nobody, Host, Super Admin and Admin. The default setting is nobody Type /togglelinks as an admin to toggle links on the server.

The purpose of this code is to give admins the ability to toggle whether or not links can be sent on the server. If it was client sided it would only be for the client which wouldn't have much point.
