You do not need Support_InventorySlots. I've included the code in this package, which is what Support_InventorySlots was meant for.
Although the problem you are having is known, and I thought I had fixed it. I guess I haven't yet.

I get this glitch where I can't access my tools on the first time I make a minigame. I can only access them after ctrl-k or reseting. Is support item slots necessary?

I personally dislike public server-wide game-changing mods such as CityRP.
Most of the retards just grab those simple-to-use mods and fill up the server list with the same crap over and over with terrible administration.
Different packs of smaller things offer more variety and more possibilities. It also allows you to play Blockland.
